Where are the people that were supposed to do it? The rot was visible. It was like mold growing on bread. On every corner stands enforcer with blood stained sack of money tied behind his belt. Every single one of them should have their badges ripped out.
Hundreds of investigations didn't work. Even with proofs. If that is the standard way of working? Then we do it our way
At least there are still people crazy enough to believe in their duty. And who memorised whole rule book.
