Because putting pressure on parents to monitor and teach their children about internet safety will piss off a large voting demographic. You expect parents to...parent? Their children?
And putting new systems in place to better educate children and adults on internet safety is going to be too expensive and too much of a hassle.
Sorry to disappoint those governments, these restriction schemes are likely gonna be just as much of a hassle, if not more. (And possibly just as expensive too.)
